“How to build a lagoon with just a bottle of wine?” That’s the title—adapted from a poem by the Nigerian writer Akeem Lasisi—chosen by the three curators of the second Lagos Biennial. It’s a title that suggests both the determined spirit and the serious obstacles that have come with the city’s recent meteoric growth, and which the Biennial’s exhibiting artists and architects have been asked to address. —J.V.
