“The right to make images is an important right,” said the artist, author, and geographer Trevor Paglen in 2018, “and an important right to insist upon.” Paglen probes a subject that is elusive, omniscient, and not a little menacing: mass surveillance and data collection. A drone in the sun, a restricted government complex at night—Paglen’s images are reminders of shadow realities that do exist.
